Phylene Wiggins

Phylene Wiggins (pronounced fuh-LEEN) has resided in Santa Barbara County since 1993. Serving in various roles at the Santa Barbara Foundation since 2004, she has deep knowledge and expertise in the fields of health and human services and directs the foundation’s strategic initiatives in these areas. Currently, Phylene leads the Santa Barbara County Community Caregiving Initiative—a foundation-sponsored countywide effort to strengthen the long-term care safety net by addressing the needs of individual caregivers and aligning and integrating the various systems family caregivers navigate. She is a member of the Santa Barbara County’s Adult and Aging Network, the City of Carpinteria’s CDBG Committee, and the Santa Maria/Santa Barbara County Continuum of Care (CoC) where she currently serves on the Rank and Review Committee. In addition to her tenure at the foundation, Phylene has been involved with a variety of nonprofit organizations for over 30 years in board, staff and volunteer roles.

Prior to her employment at the foundation, Phylene was a local leader in the field of human resources, working on employment policy issues at the state and national levels and educating various audiences about the importance of strong HR practices. A native of the Central Coast, Phylene has a deep concern for the human condition and a passion for support and empowerment of disadvantaged populations. She values workforce development and has created numerous award-winning hiring programs. A lover of beauty and the outdoors, she is also passionate about environmental conservation and stewardship of the region.
